Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President, Prime Minister and Ruler of Dubai, has issued Decree No. (23) of 2026 forming a new Board of Directors for the Investment Corporation of Dubai (ICD).
Under the decree, announced this week, Dubai Crown Prince Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, who also serves as Deputy Prime Minister and Minister of Defence, was named chairman of the board. Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai and Deputy Prime Minister and Minister of Finance, was appointed vice chairman.
The remaining board members are Sheikh Ahmed bin Saeed Al Maktoum, Mohamed bin Hadi Al Hussaini, Reem bint Ebrahim Al Hashimy, Sultan bin Saeed Al Mansoori, Abdulrahman Saleh Al Saleh and Helal Saeed Al Marri.
ICD is one of the UAE's largest sovereign investment arms, overseeing stakes in strategic Dubai-linked companies across banking, aviation, hospitality, real estate, transport, utilities and financial services, including holdings in Emirates airline and Emirates NBD.
The reshuffled board brings together some of Dubai's most senior economic and financial officials, reflecting the emirate's broader push to strengthen governance at state-linked investment entities and align them more closely with the government's wider financial and economic strategy.
