Dubai has formally established an orchestra foundation after Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Ruler of Dubai, issued Law No. 20 of 2026 creating the new body. The foundation is tasked with building a resident orchestra and placing Dubai firmly on the map of global classical music.
Under the new law, the foundation will stage performances both inside the UAE and abroad, develop an annual calendar of musical events, and host visiting international orchestras. It is also charged with preserving Emirati musical heritage and nurturing young talent, including People of Determination, giving emerging musicians a dedicated platform to grow.
Governance of the foundation rests with a Board of Trustees led by a chairman and vice chairman, whose members are appointed by the Chairman of Dubai's Executive Council — a structure that signals how much weight the emirate is putting behind the project. Beyond concerts, the foundation's remit extends to music education, supporting local production, and building partnerships with cultural institutions worldwide.
The move continues a wider push by Dubai to deepen its cultural credentials after years of investment in museums, art fairs and performance venues. Officials and cultural commentators see an official orchestra as a natural next step for a city that already hosts international art and opera showcases, and one that could strengthen Dubai's pull as a cultural tourism destination.
For the UAE's classical music scene, the foundation could mark a turning point: until now, orchestral performances in the country have often relied on touring ensembles rather than a dedicated national orchestra. Establishing a home-grown body is expected to create new career paths for Emirati and resident musicians, while opening the door to residencies, exchange programmes and joint productions with orchestras from Europe, Asia and beyond.
