Dubai Municipality has published a list of 44 designated areas where shared housing permits can now be issued, under Law No. (4) of 2026. The framework, announced on October 7, 2026, names districts including Al Souq Al Kabeer, Al Ras, Al Warqa 1, Al Barsha 1, Al Muraqqabat and Al Rigga among the approved zones.

Under the new standards, each bedroom in a shared housing unit must provide at least five square metres of space per occupant. Where a unit houses families, every family must have its own separate bedroom with an en-suite bathroom. Buildings must also offer shared facilities such as kitchens, dining areas, recreational spaces and laundry rooms.

Property owners in the 44 approved areas have one year from September 8, 2026 to bring their buildings into compliance. Permits are issued through the "Build in Dubai" platform and require verification of fire-safety systems and CCTV coverage.

Dubai Municipality says the goal is to reduce overcrowding in residential units while guaranteeing minimum safety and hygiene standards for tenants. The rules apply both to newly built properties and to existing buildings being converted for shared housing use.

Officials are prioritising an awareness-first approach rather than immediate enforcement, giving owners a grace period to regularise their properties while protecting residents' rights and public health. The initiative is seen as part of Dubai's broader effort to manage population growth responsibly and keep the affordable rental segment of the housing market organised and safe, as demand for budget accommodation continues to rise across the emirate.
