New data from Fractional, which describes itself as the UAE's largest fractional executive collective, shows Dubai and Abu Dhabi have become the leading global destination for part-time senior executives. The company analysed applications submitted across its 64 city hubs between August 1 and October 13, 2026.

The analysis found that 73 per cent of fractional C-suite executives applying to work abroad chose the UAE, with applicants nearly three times more likely to select Dubai or Abu Dhabi than any other city hub worldwide. Among non-resident applicants, 27 countries were represented, with Europe accounting for 36 per cent of applications and South Asia for 24 per cent.

The report also found that 27 per cent of applicants to the Dubai and Abu Dhabi hubs were based outside the UAE, compared to just 8 per cent for the company's other city hubs. Among non-resident applicants, 31 per cent said they were willing to relocate, while 67 per cent preferred to serve UAE businesses through regular visits rather than moving permanently. More than half of all applicants had over 15 years of executive experience, and more than a third had over 20 years.

Rhys Holding, managing director of Fractional, said: "Senior talent is still choosing the UAE," pointing to rising demand among the UAE's small and medium-sized businesses for experienced executive expertise without the commitment of a full-time hire.
