The Dubai Municipality has recently introduced a new planning standard for kindergarten centers, allowing these facilities to dedicate a first floor to administrative and service activities. This new guideline also permits an increase in the building coverage ratio of up to 45 percent. This initiative is part of Dubai's broader efforts to enhance its urban planning framework in line with the Dubai Urban Master Plan 2040 and supports Dubai's vision of establishing world-class educational facilities that serve future generations.
The updated standard sets specific requirements for parking and land use. Each center must provide one parking space for each classroom, one parking space for every 50 square meters of office space, and one bus parking space for every three classrooms. Additionally, all buildings must maintain a minimum distance of three meters from all sides to improve safety and accessibility while enhancing urban aesthetics.
This new standard was developed following a comprehensive planning study in collaboration with the Knowledge and Human Development Authority (KHDA) and the Knowledge Fund. The study assessed the evolving landscape of early education in Dubai and addressed the increasing demand from investors for optimal land use and enhanced service capacity without raising financial costs.
Alongside these changes, Dubai has also made Arabic a mandatory language in early education. Through these measures, the Dubai Municipality aims to elevate educational infrastructure to international standards and meet the needs of future generations.
